I checked 2020-2022, comparing EIA data to what utilities report having purchased from Bradley lake that year in RCA annual report (which is also a ferc form) filings. Neither is consistently higher, so losses or Battle Creek can't explain it. No idea what accounts for the difference, or which is right. Bradley runs on a July-June water year, but both EIA and RCA filings are reporting on calendar year. Haven't looked at monthly utility data.
