We need to adjust the names of the created event file zips. Currently, they only include the event ID and without unzipping the contents it's unknown what meter the data was downloaded from and when the event occurred.
In the case where a user downloads several events into a single directory, there may be duplicate IDs and the event files could get overwritten or lost. By updating the filename formatting to include the following information, we can prevent that: LOCATION-TYPE-METER_ID-YYYYMM-EVENT_ID.zip
Make sure the .message files are being named correctly.
