Update zipfile name - Githubissues

This PR:

Updates the zipped event files and message file to the following naming convention LOCATION-DATA_TYPE-METER_ID-YYYYMM-EVENT_ID.zip/.message
Updates id to event_id in the .message file
Updates testing to account for change
Found & fixed bug for max_age_days, was not previously allowing numbers ending in 0.
