Create central config #85

Create central config and move to /etc/acep-data-streams and ensure data is downloading to specified location

Config reads from central config in location /etc/acep-data-streams/config.yml' the config exists and is own byrootso you have to runsudo ./data_pipeline`.

The config specifies to download the data to /var/opt/acep-data-streams/.
