Full PyBADS and first Sto-BADS version

Full porting of BADS for deterministic and stochastic targets.

From the previous version:

• Fixed bugs related to the incumbent update and the GP update for the stochastic target (uncertainty handling).
• Changed the hyper-parameter GP sampler from the SliceSampler to a simple prior sample (as it is done in BADS)
• Cleaned and fixed some minors bugs in the code
• Introduce the uncertain interval of Sto-BADS
• Create a class for saving the result of BADS, called BADSDump
• Added some documentation
• All test have been carried out using examples of PyBADS and the new BBO benchmark
