front end changes to make before a poster/release iff an fdt is required for every set file. basically tell the use fdt is required

[ ] when the file type is first selected
[ ] for every set file uploaded - check an fdt file exists, or else provide an upload field for the fdt.

maybe simpler just to chagne the file type selected to .SET & FDT (note unaccompanied Set files are not supported)
