Automatically overwrite NIfTI files when new DICOMs pushed changes the NIfTI file... #1042

New request from QC group of HBCD: when a series UID is already in the imaging browser and the MD5 of the file is different than what is in the database, then overwrite the file.

We could have some kind of config to allow for overwrite of files in the imaging browser so that it does not affect other projects.

This could be done first only on the python dcm2bids side and we can revisit if that feature would be needed/wanted on the perl side for the MINC files.

In the end, wrote a script specific to HBCD to remove specific files and reload them automatically based on a seriesUID
