[python/ingest_eeg_bids_datasets.py] Double addition of sub- prefix

I ran into the issue where the sub- prefix is prepended to a subjectid derived from the name of the directory, which already contains it.

It is happening on this line. I suspect it is being used for folders named by CandID.
