Refactor dcmconvTarchive.pl #472

Discussed during the imaging meeting of August 2nd, 2018.

Update the script in the tools directory to integrate a check to the Transfer Syntax UID. Clean up the script and move the useful functions to a utility script and have dicomTar.pl and imaging_upload_file.pl rely on those functions.

At the same time, document the script and include it in the mass pod2markdown tool script.
