Extend features of get_dicom_files.pl

The following features should be added to the above mentioned script:

Allow the script to extract DICOM or MINC files
When extracting MINCs, be able to tell the script to ignore the files that haven't been Qced or that were not Qced as 'Pass'.
When extracting DICOMs, be able to tell the script to ignore the files that were used to produce a MINC file that has not been Qced or that was not Qced as 'Pass'.
When extracting MINCs, be able to tell the script to ignore the files that haven't been 'Selected'.
When extracting DICOMs, be able to tell the script to ignore the files that were used to produce a MINC file that hasn't been 'Selected'.

The script should also be renamed get_imaging_file.pl.
