Add support for alternative data dictionaries when running dcmdump #767

It is possible to use alternative dictionaries with dcmdump by setting the environment variable $DCMDICTPATH. We should update the doc and indicate that this variable should be set in environment if the pipeline is run in auto-launch mode. We could maybe even make it an integral part of environment, if that's possible. Also, when using backticks to run dcmdump, we should output the error messages (if any) that occur during execution.
