[examiner] Cannot edit any examiner #8764

I access the examiner module and the search result table shows lots of results but I cannot edit any: all the names displayed in the Examiner column show up as plain text instead of being links that would allow you to edit the examiner properties.

Found during testing of LORIS 25 on copn-stg.loris.ca.

Still no link to edit an examiner as of 2024SEP18.
