The settings dialog box isn't opened in the main menu if it is behind the main window. #194

Steps to reproduce: 1.Open settings in main menu (Tools->Options) 2.Click anywhere in the main window in order to move the settings dialog box behind it. 3.Try to open settings in the main menu.

Result: The settings dialog box isn't opened. Expected result: The settings window should be opened in the foreground.

Environment: Windows 7 x86 SP1
