Shortcut wasn't created during installation. #199

Steps to reproduce:

  1. Start open3mod_1_1_setup.exe
  2. Accept a license agreement, click "Next"
  3. Choose a destination folder, click "Next"
  4. Click "Install"

Expected result: Installer creates a shortcut or offers a choice to create it. Actual result: Installer doesn't offer or create shortcut.
