rewrite image_watchdog.py in OOP style #104

[x] test that run_ids are associated when breadboard is logging runs
[x] test safety checks when breadboard is turned off on control PC
[x] merge draft imagewatchdog_rewrite.py file into image_watchdog.py
[x] debug failure on first launch of the day
