Suggestion from Issue 2 (Pre-Google Code todo List):
If selectable points of elements overlap, multiple clicks should cycle through 
all involved elements.

Useful e.g. if relation lines or points of different relations overlap to make 
every involved relation selectable

Also useful for state machine: if a relation points to a final state, the final 
state cannot be selected without moving away the relation.
This case could also be fixed by giving the special state a higher selection 
priority than relations, but this is not a general fix of the problem
