VPN constantly reconnects while on cellular with Android 4.4 KitKat #212

What steps will reproduce the problem?
1. Create a VPN connection
2. Turn off Wi-Fi
3. Connect to VPN

What is the expected output? What do you see instead?
The VPN connection only stays connected for a few seconds. Then disconnects for 
a few seconds thinking the network is unavailable. Then reconnects and repeats.

VPN should stay connected.

What mobile phone are you using?
LG Nexus 4

Which Android Version and stock ROM or aftermarket like cyanogenmod?
4.4 (KitKat) Stock, Build KRT16S

Please provide any additional information below.
I suspect this may be a bug in KitKat, but thought I would report it here first 
in case it wasn't.

This only happens on cellular data, connecting to the VPN over Wi-Fi behaves 
correctly. I did notice that just before the VPN disconnects, the HSPA icon 
disappears, just like when the cellular radio is in low power mode because of 
inactivity. Then just before the VPN client attempts to reconnect the HSPA icon 
reappears. It's almost like the system is not accounting for VPN traffic over 
cellular, then assuming it can put the cellular radio into low power mode. 
Perhaps Google made changes to the VPN API? This behavior seems to be new to 
KitKat. Using VPN over cellular always worked with Jelly Bean.

Look in the log for Network Status. The reconnects are because my app is told 
that you have lost network connection.

I understand the app is told it has lost network. I have 4 bars of service 
during that whole 30 second log. Except when I enable the VPN the HSPA icon 
turns off after 5 to 10 seconds. Which makes using VPN completely unusable.

I was just hoping there might be something you could look into. Otherwise 
getting Google to fix the issue may take forever.

I just tested with OpenVPN Connect and it exhibits the same behavior. It seems 
this might be a KitKat bug :(

I am seeing exactly the same issue running with OpenVPN connect on KitKat 4.4.2 
on a Samsung Galaxy SIII (SCH-I535).

I have the same problem on moto g (KK 4.4.4), it connects formally for few 
minutes then the hspa disappears then it Côme back and the vpn reconnects. 
However on windows 7 this doesn't happen.
