Why the tooltip position is so far from the mouse point?

What steps will reproduce the problem?
1. I changed the deltaDirection:  to 'down'

What is the expected output? What do you see instead?
Tooltips are not exactly showing at the mouse point where I pointed on the 
anchor link. It is shown somewhere away from the mouse point. Like around 300px 
above ...the mouse point in Firefox, Chrome and Safari. Ie7/8 works good.

What version of the product are you using? On what operating system?
1.0.6
