[doc] How to set up the frontend dev environment #61

I set up my own after personal instructions, so I used the opportunity to document what I had to do.

I think its great. My only problem is that the frontend doc separates the backend setup and the backend build. Would be cool if you could put the "Build and Test cycle" as subpoint of "Backend". I think after that you can just rebase and merge :)
