Create wiki #12

Probably a good idea to make a wiki, with more in-depth details on how to write plugins for the bot. Either that, or write lots of dockstrings, and use ReadTheDocs! or something to generate a gh_pages site.

@cyphar Probably should put a style guide in the wiki, and link it in the readme.

@ackwell we should probably first come to some form of decision on what the guide should be, and then we modify existing code to follow that style.
