ignore: list of nicks to ignore in config #94

Load a predefined list ignorelist of nicks to automatically ignore. Nothing happens if ignorelist doesn't exist in the config.

@ackwell, others, this is used to automatically ignore bots like @auscompgeek's aucgbot and Notifico!
