The unsatisfying answer is probably that the people being filmed have consent to publish the videos but nothing else. Therefore you cannot assume that there is any license for you.
The difference to the other materials is that the videos are not hosted by the anthology (and we all for cc-by upon upload).
We can (and probably should) clarify that but cannot change it.
Cross-referencing #477 here. I've looked at ACL 2020 as an example and could find no indication of copyright or licensing of videos, which I think is not ideal. If anyone is able to clarify what the copyright situation around these videos is, it should be the ACL who made the contracts with those companies, and got consent from the presenters. (Presumably – I've presented at ACL 2020 but can't find any record of what exactly I've consented to or not with regard to my talk...)

On the current version of the ACL Anthology website, the copyright status of recorded conference talks is not clear.
