Finer-granularity license #477

Currently, we have an Anthology-level distribution license. It's not clear this is correct.

It would be good going to forward to have volume or even paper-level tags recording licensing information.

And the older attachments also have no clear license; this is not indicated anywhere. OTOH, a granularity on the attachment level would lead to a lot of noise in the source XML.

By the way, is there a reason for the CC by-sa of older publications versus CC by for newer ones? The ACL has the copyright for all of them so why not have everything under CC by?

Yes, that was my bad. I didn't think far enough ahead. I have just erred on the side of being more lenient. But definitely having a clear license and indemnification is important (we don't want to be responsible for copyrighted images being used in posters / presentations and copyright trolls chasing us).

This is legacy. Lillian Lee convinced the ACL Exec via Stuart Sheiber's online arguments on the subject to move to the broader CC by. Before I had adopted CC-by-sa unilaterally.
