removal of anonymity period (#108) #111

In light of the ACL Anonymity Policy change, I've drafted a blog post and new language for the CFP, author/reviewer pages, and review form for consideration by ARR policymakers. I figure time is of the essence because the anonymity period for the next cycle would start on Jan. 15 if it hadn't been for the policy change.
