Create channels for tutorials

• All tutorials can be found on the conference webpage: https://2022.emnlp.org/program/tutorials
• Please create a channel using the Admin Bot account for each tutorial. The name of the channels should be tutorial-1, tutorial-2, etc.
• Please put the tutorial organizers in the "Description" "Topic" of the channel.

UPDATE 11-11:

• Also put the name of the tutorial in the channel description.
