Centers start/end labels in VizHeader
Updates Bail Amount table to new format
Replaces "average" in VizHeader with a pinned Pennsylvania row with averages that is always visible

Oh, on the average/Pennsylvania rows we shouldn't display the 0.0 next to the bar.
