Not exactly sure what we want to do when a county is searched; currently am just highlighting it (hover motion minus the tooltip) but will need Rong's input

What do we want to do about the hover event on mobile? Obviously this doesn't exist, so for tooltips my best suggestion is to make it so it shows up when you tap on a point (or search) and we can add an x in the corner of the tooltip so users can close it.
Mostly use search but Mario's tooltip's in #39 to handle mobile taps
