[x] Scale down Circles
[x] Don’t overlap the axis labels
[x] Fix Circle legend scale
[x] Make biggest circle represent 50K
[x] Confirm mobile formatting is correct
[x] Philly’s circle can pop outside grid for effect, but the rest should remain instead
[x] Increase y-axis limit to 100K
