Updated map styling based on figma. Updates to stroke widths and colors
Removed stroke-width changes on hover. Implemented functionality to fade out counties that aren't being hovered.
Switched to using classed instead of style when updating styles on hover
Removed focus outlines that would appear when clicking on a county or a spike
Fixed positions of cities. Philadelphia point was rendering in the wrong county
Updated text-shadow on city labels for more contrast
Removed pointer events from city labels so as to not affect the hover functionality of the maps

I merged master into here now that Arjun's changes are merged. The main changes were removing the decimals from the whole numbers (ex. 35.0 to 35) and changing a bunch of outlier keys from false to true. I don't think these should mess up the changes for this PR but if they do feel free to revert and fix the merge conflicts on your end.
