This PR aims to create a basic cli tool that allows for quick and easy customization for updating data in the future.

Goals:

[x] Add a new affiliation file with all the variables
[x] Save all data into a local JSON file for development
[x] Save a Sailthru-approved version
- [ ] Fix issues with Text version
[x] Update a specific object from the cli
[x] Create a new signature object for all affiliations
- [x] Add a new var to the SailthruVariable.mjs file

@barsinister needs to be approved again since there was a merge conflict, so I can merge down. You don't have to do the testing again. Just approve the UI on Monday.
