Create slicing.py #136

slicing of numbers using slice() function with python create a list and add the indexes u want to slice in python u have a special function slice() which perform this operation

Describe approach to solve the issue.

@TAHINIYATH can you please move the file to the proper directory, its a py file so move the file to python directory
