Create Canopy Server

A centralized Canopy Server will be deployed as a daemon/service on the ACM infrastructure. This server will accomplish the following tasks

• [ ] Keep track of online services
• [ ] Maintain database of logs from online services
• [ ] Send basic commands to Canopy Clients
