Unified sponsor service for display and desktop #27

This will be easier to maintain for corporate if we create a service like groups store that provides a list of sponsors to both display and desktop

On the v1.5 docket (so after we finish all the devops stuff)

should also maintain length of sponsorship, so there should be a log of all the sponsors we have had regardless of being active or not
