This PR finally brings the long awaited introduction of integrations, slash commands and discord.js v13. Huge thanks to @Omicron02 for starting this off!

Upgrade to discord.js V13
Add basic slash command
Add slash command caller
Add a slash-command creator
Add global refresh and flags to deployment
