Create a command to make a circle with a slash command. We may need to change the permissions for the command

Yesterday I talked with Eric and he mentioned something about allowing circle leaders to create their own text chats. This is only the first part of implementing this. I just wanted to make sure I'm not breaking anything so you guys can look over it

@RubenOlano can you also make some comments on your testing procedure? Vague list of all the functionalities tested and how you verified its working (ran commands in discord, looked in the database, etc).

Can just add this to the PR description

I tested the commands within the ACM Testing discord. The circle add command created the circle object with the resulting object in the database

The create channel command was tested within the ACM testing discord as well and resulting in the channel ids being added to the subchannels array
