Overview

The project needs a README that explains how to set up the project. It must include:

[ ] The purpose and functionality of the project
[ ] What programs are needed to set up the project
[ ] Other configuration information like environment variables

Start with (read: copy) the HackPortal repo's README and then add what is necessary.
