this repo requires manual creation of tags and releases. setup full development operations for the main branch

workflows added, pushed to main, ran the release flow manually to ensure success. it failed

seems i finally put it all together, but still can't stamp the version number on it. will need to update the solution and pipeline to have AssemblyInfo files and use a find/replace to get the version number to be what is in the repo tag.
