Allow setting Fullscreen-Mode through apps #5

Currently, fullscreen mode can only be activated at window creation time and is inaccessible trough the applications app framework that is the main entry point for a user.

Fullscreen mode should be settable via the app framework for particular windows too. So if two windows are used, it should be possible to only put one window to fullscreen on the monitor it is currently shown.

This is done for win32 at the moment. A little bit over-engineered but lets see how that works out.
