Assembly has reference to non-existent assembly 'GUID:8d5d09dfa45fb894aa8ab34e64bf9763' (Packages/com.gemserk.uiguidesandrulers/Editor/Gemserk.UIGuidesAndRulers.Editor.asmdef)

Same problem when installed from package manager or manaul import using unitypackage file. Using Unity 2018.4
