move wiggle onto pipette #276

The pipette does not wiggle on the first application of cell detect when near the cell. It just approaches and when within the threshold distance seals at that position (whether or not it is on the cell).

Does not work consistently--sometimes it does, sometimes it doesn't...

wiggle works fine on autoreseal

baselineResistanceTau config added (20s). used to base cell detection off of (instead of initial resistance)

Seems to be working when changing the time to 5s.
