added the template configuration file
add the project AMDS_sgm_pv.pro, which supports the feature of AMDS pv:
- read the pv definitions from the configuration file
- generate the buffergroups for each buffergroup and the PV controller for each pv
- handle the configuration command to enable/disable a given PV buffer
