ACMS-1900: Flexiblity of command options. #117

Motivation

Fixes ACMS-1900

Proposed changes Adding Help Text in acms.yml to relate as the command options description. Questions will be asked if user doesn't include that option in script/command.

Please provide testing steps. The changes in the PR appear to be well-executed, but it seems they may not fully address the ticket scope, as I couldn't find any modifications related to asking questions if not provided as a parameter in the command.
