Collapse block categories when sidebar insert block menu is open #124

Related to #114 and #113 - we should only be enabling the correct categories per content type, true, but we should also look into providing UX that is less intimidating. One idea I have is to make sure the categories are collapsed fieldsets so that its less overwhelming when you open this menu.
