Remove extra layouts from Layout Builder

When adding a section in Layout Builder, we should only see layouts provided by df_tools_layout.

The following layouts should not be available in Layout Builder:

• One column (layout_onecol)
• Two column (layout_twocol_section)
• Three column (layout_threecol_section)
• Four column (layout_fourcol_section)
• Two column (lightning_twocol)
• Three column 25/50/25 (lightning_threecol_25_50_25)
• Three column 33/34/33 (lightning_threecol_33_34_33)
• Moderation Dashboard Layout (moderation_dashboard)

Used hook_plugin_filter_TYPE__CONSUMER_alter() to unset extra layouts in df_tools_layout. See commit 1e8d8ba.
