"Create custom block" is not an enticing CTA and kind of confusing

Followup to #124, now that we have the fieldsets collapsed we are thinking about the user and what they are up to. The best course of action if building a landing page or adding to existing content is to use an inline block. We need to encourage this as much as possible in the layout builder world. It seems anti-Drupal and anti-structured content, but its a specific, purposeful thing that a LOT of our users want to do. BUT, they just don't know how. Let's make it easier.

How do we make this CTA more noticeable?

One idea that I was thinking is to change the color.

Additionally, I do think we should consider changing the text from "Create custom block" to "Add new block" - the user doesn't care about "custom blocks" - its a developer kind of thing and requires more understanding than what's really necessary.
