Set Admin Theme to Claro, remove broken rewrites #182

This PR makes Claro the default admin theme. We will continue to use this until we have a suitable subtheme. Continuing in the 4.x branch using Material Admin was no longer sustainable due to a number of issues, mostly to do with optional configuration that needed to be rewritten in order for material admin to look correct. Carrying this along was a lot of technical debt and our plans are to use claro or a subtheme of claro going forward.

As long as this passes, I am fine with using this during the next few days but I expect we'll have a proper sub theme of claro up and running soon. Sorry to step on any toes here but it was the best fix for the problems we had been carrying re: rewriting configuration just for the sake of MA.
