This PR adds the Workbench Annotation module to Demo Framework, which is an experimental module that allows content editors to annotate Entities inline as a part of the Workbench Moderation process.
The module comes disabled by default, as we need to vet this functionality and iterate on its UX. By getting it into the build now, we can let existing Demo Framework users try it out on their terms and provide us with feedback.
