Set z-index for panels-ipe-tray #75

Fixes DF-1564 Location content type map overlays content editing UI.

@mortenson what do you think about us changing the z-index here? Is there any reason why we should be concerned about doing it this way in our base theme? Would it be better to patch panels itself? Just looking for some general advice here since you worked on the IPE.
