I think we have an outage due to an upstream change in Composer or maybe Acquia CMS. It only seems to manifest on PRs since our cron jobs on master are passing: https://github.com/acquia/drupal-environment-detector/actions/runs/1660910899

D'oh... I just forgot before_install...
