D11 compatibility updates 2 #554

D11 tests are failing when creating fixtures due to below issue - 


  Database settings:                                                            
  Resolve all issues below to continue the installation. For help configuring   
  your database server, see the installation handbook [1], or contact your      
  hosting provider.                                                             
   * The database server version /3.37.2/ is less than the minimum required     
     version /3.45/.  ```

Merging this anyway, so that we can test RCAT in other CI systems until we get a fix for SQLite version incompatibilities.
